1.) Article IV Management Rights 17: Add section after last sentence to read: However, in no event shall an employee suffer a job loss or a reduction in hours or pay as a result of other bargaining unit employees being trained to perform their duties.
2.) Article IV Management Rights 18: Delete current section and replace with: The county will not contract or subcontract existing County operations, unless they meet and confer with the Union regarding the impact of such action. The Union will have the ability to submit alternative options that would equal or surpass the benefit of subcontracting.  The right to contract and subcontract is vested solely in the County, subject to the sole limitation that the County may not contract or subcontract so as to result in any loss of County employment, or reduction in regular work hours, of any bargaining unit employee on the payroll as of the execution of this agreement
3.) Article XI - Grievance Procedure 05 Step 2 -Change Human Resources Director to the County Administrator - ….shall have the right to appeal the grievance in writing to the Human Resources Director  County Administrator…..The Human Resources Director  The County Administrator, or in his absence….
4.) Article XI - Grievance Procedure 05 Step 3: Modify the current section to read: If the grievance is not resolved in Step 2, the aggrieved employee and/or the Union Representative shall have the right to appeal the grievance to the County Board's Human Resources Committee Administrative Committee (at the County Human Resources Director's Office County Administrator's Office). Such appeal must be made within seven (7) working days after receipt of the Step 2 answer or the last due date. The Human Resources Committee Administrative Committee shall meet and discuss the grievance with the aggrieved employee and his or her Union Representative. Such meeting will be scheduled at the convenience of the County and the Union and shall take place at the next regularly scheduled Administrative Committee meeting but in no event shall the meeting take place later than twenty (20) days after the County received the appeal from the aggrieved employee and/or the Union Representative. The County shall respond in writing within ten (10) working days after such meeting to the aggrieved employee and Union Representative. In the event a regularly scheduled meeting is cancelled in the month in which the grievance is to be heard, the grievance meeting must take place the following month. All other parts of this section shall remain the same 
5.) Side Bar Letter #1 Section 6 Modify to read: In order to assure a firm basis for appeal, if necessary, the job evaluation report shall include, at a minimum, the job description, job analysis questionnaire, analysis of pay and duties of similar positions within comparable collective bargaining agreements, and associated point valuations for each factor contained in the pay plan.
6.) Side Letter #7: Licensing and Certifications: Add sentence to read: In the event that the County decides to add additional educational requirement to incumbent employees, the County will pay all costs necessary for incumbents to obtain any additional educational requirements.
7.) Upgrade the PC Technician position from a Grade 7 to a Grade 8 position. 
8.) Upgrade another position that the Union will present during the course of negotiations.
9.) Wages - The Union is proposing a fair and equitable wage increase that gives consideration to the current rate of inflation and will provide more detailed information during the course of negotiations.
10.) Article XIV Sick Leave - Change the Rate of Accrual to Read

11.) Tuition Reimbursement - The Union is proposing to introduce a tuition reimbursement policy whereby the County will make available to any employee who wants to take advantage of it an amount of money that will cover the cost of one three credit course at a public university in the State of Wisconsin.
